Buildings Management Portal

In the Diocese of Worcester, all applications for Faculty, List A or B permission, and Additional Matters Orders (AMOs) need to be made online. Previously, this was done via the Online Faculty System (OFS), but we will be moving to the Buildings Management Portal (BMP).

The new Buildings Management Portal (BMP) was due come online on Monday 13 April.  Unfortunately, the implementation of the BMP is currently expected to be delayed until Wednesday 15 April due to an issue that is currently being resolved: we understand that the system will be available from this date onwards. In the meantime, neither the OFS nor BMP will be online. Thank you for your patience

Key points 

  • Tuesday 7 April: Online Faculty System is shutdown, no users will have any access after today. 

  • 7-14 April: No access to online systems 

  • Wednesday 15 April: Buildings Management Portal comes online: those with existing cases in-progress will get priority access. Anyone who needs to log a case should sign up for the system as and when they need to use it, rather than trying to sign-up as soon as the new system is online. 

  • Existing valid case files (including historic ones) will be moved to the new system, you don't need to do anything. 

  • Please do not block emails from the new Buildings Management Portal as this will result in you ceasing to receive any future communications about the system and your casework. 

Who can I speak to about the changes? 

For most users, you won't need to do anything until you need to log a case on the new system- with details of what to do on this page. Some of you may prefer to ask your questions in-person, and so to try and make best use of the time available we'll be holding two sessions online for those with general queries. These are aimed at those who know they'll be using the system sooner rather than later, or anyone who needs a little more clarification on any of the points raised so far prior to the OFS shutting down.

Timeline

The  OFS will be turned off on Tuesday 7 April. From this date, if you try to access the system you'll get an error message telling you "Invalid user". Please do not contact us if you receive this message as this is what everyone will see if they try and log in to the OFS once it has shut down for our Diocese (users in other Dioceses will continue to use the OFS until August, which is why the website needs to remain 'live').  

Between 7-12 April there will be no access to either system. If you will need to access your permissions/Faculty notices during this time, for example to review conditions, please ensure you have downloaded the relevant information before 7 April. It is likely this will only apply to a very small number of you who might be commencing work at this time.

Your registration on the OFS will not translate to the BMP: you will need to re-register before you can access it, but please read the guidance below as users should only register when they need to. 

How do I access the new system?

On the 13 April the BMP will 'go live'. However, only those who register for the new system will be able to access it. In order to ensure the new system isn't overwhelmed, and because most users don't require immediate/regular access to the system, we'll be prioritising which users we register to start with.  

We will work to add users who: 

  • Have a Faculty application that is in progress (not yet received a decision from the Chancellor AND has been started in the last 12 months). 

  • Have a List B application that is waiting for the Archdeacon's determination or for DAC advice.  

All other users should only sign up for the system when you need to start a new case, or if you need to access something from a case file that you cannot view elsewhere. Please do not sign up until you need to access the system as there is no need to/benefit to sign up in advance.  

Access to the new system will be via https://buildings.churchofengland.org (once the system is active on 13 April). Because the system is linked to the Church of England Portal it will now use two-factor authentication. The steps to complete registration as well as how to navigate two-factor authentication are detailed in the below video:

What will happen to our case files?

Existing case files for valid ongoing cases will be moved across to the new system, you do not have to do anything.  All ongoing and historic cases will be moved across to the new system for you- only cases already marked as deleted/abandoned will be removed. You do not need to download or make copies of cases unless you need to access the files over the shutdown period from 7-13 April.  

Important information about emails from the new system

The new system is intended to create a better flow of information. This means that the messages coming from 'the system' will be bespoke, as we work to reduce the duplication of messaging that happens with the system at the moment (where you receive an email from the system, and then a separate email from a named member of the team). The messages from the system will come from noreply@buildingportalnotifications.churchofengland.org.

Please ensure that you do not mark this sender as spam, as once this is done you will receive no more messages from the system and we'll be sending you important messages that you never receive (this is not something we can control). These emails may seem to be auto-generated, but they will contain information such as next steps for your case, requesting further information, or details of your permission along with conditions that must be followed when carrying out the work.  

Training for the New System
